Prior to Pearl Harbor it has examples of both Allies and Axis interfering with US shipping. The USN openly helping the Allies by following Axis ships and reporting their position...In late 1941 the US was carrying British troops in US military transports escorted by USN warships and US warships were capturing German ships. History books generally leave out many of these details and make its sound like the US was not deeply involved in the war prior to Pearl Harbor.
